Ghaziabad Tackles Traffic Chaos with ₹98 Crore Flyover & Revamped Policing Strategy

Aug 08, 2025

Ghaziabad’s Hapur Chungi junction—long infamous for its daily traffic snarls at the crossroads of NH‑9, NH‑58, and Alt Centre road—is finally getting a long-awaited upgrade. The city administration has approved a ₹98 crore, four‑lane flyover to ease jams, speed up commutes, and improve safety along this critical corridor.

The proposed flyover will stretch approximately 800 meters, beginning at the Diamond railway overbridge and ending at the Alt Centre road. This design offers a direct route for high-volume traffic heading toward key destinations such as Shastrinagar, Meerut, Delhi, and Hapur, helping drivers avoid intersection-level congestion.

In terms of process:

  • - The UP Bridge Corporation has been tasked to submit a Detailed Project Report (DPR) within two weeks.
  • - Upon approval, the state Public Works Department will fund and oversee construction.
  • - Officials aim to complete the flyover within one year post-approval.

The flyover represents more than just asphalt and concrete—it symbolizes Ghaziabad’s commitment to solving long-standing traffic bottlenecks in a structured, efficient manner.

Alongside the flyover, Ghaziabad has adopted an ambitious overhaul of its traffic management system. The city has been divided into three traffic zones and nine sub-zones, each under an Assistant Commissioner of Police, up from a single zone previously.

Key upgrades include:

  • - Personnel Strengthening: Traffic personnel count rose from 565 to 710; traffic inspectors from 6 to 9; sub-inspectors from 86 to 135.
  • - Infrastructure Enhancements: Increased duty points (181 to 216), deployment in two shifts, installation of AI-based traffic monitoring systems across 82 junctions, and ANPR cameras to detect violations.
  • - Safety Measures: New reflective signage on major routes, protective railings, improved lighting, and rumble strips to enhance visibility.
  • - Regulatory Clarity: E‑rickshaws now limited to designated routes with central ID tracking; stricter penalties for repeat traffic offenders.
  • - Emergency Coordination: Creation of a central command center and an emergency response database mapping local trauma centers, hospitals, and ambulance services.

These additions underscore how infrastructure must be paired with enforcement and smart systems to ensure road safety and efficient traffic flow.

Taken together, the flyover and systemic policing reforms signal a turning point in Ghaziabad’s efforts to manage its rising traffic demand:

IssuePlanned SolutionExpected Outcome
Severe congestion at Hapur ChungiConstruct 4-lane, 800m flyoverFaster through movement, reduced idling
Unsafe, disorganized trafficStrengthened zone-based police frameworkImproved enforcement and quicker responses
Traffic violations & chaosAI cameras, ANPR, preventive signageLower violation rates, improved road safety
Emergency unpreparednessTrauma center database and better lightingMore effective incident response

Why This Matters to Residents & Stakeholders

  1. - Commuter Relief: Daily travelers on this critical junction will spend less time stuck in traffic.
  2. - Multifaceted Strategy: Combining infrastructure with tech-driven policing marks a balanced approach.
  3. - Scalable Model: This integrated solution could be rolled out across other congested nodes in NCR.
  4. - Safety First: Investment isn’t just about flow—it’s also improving safety, especially in accident-prone zones.

With the DPR process nearing completion, attention now turns to the timeline for tendering and contractor selection. For infrastructure firms, smart systems providers, and civic planners, Ghaziabad’s dual strategy offers both opportunity and a template for city-wide replication.
